All existing ordinances of West Point City that are contractual in character, including franchises, grants, and dedications; special tax ordinances; all ordinances relating to bond issues; all ordinances naming or vacating streets, alleys or other public places; improvement ordinances, and other ordinances pertaining to subjects not provided for herein, are hereby expressly saved from repeal and are hereby declared to be remaining in full force and issue.
