A. Parking at Curb. No motor vehicle shall be parked with the left side of the vehicle next to the curb, except on one-way streets. It shall be unlawful to stand or park any motor vehicle in a street other than parallel with the curb and with the two right wheels of the vehicle within 12 inches of the regularly established curb line except on those streets which have been marked for angle parking; then vehicles shall be parked at the angle to the curb indicated by such marks.

B. Vehicles for Sale. It shall be unlawful to park any vehicle on any street for the purpose of displaying it for sale.

C. Loading Zone. When so posted, it shall be unlawful for the driver of a passenger vehicle to stand or park such vehicle for a period of time longer than is permitted by the posted sign for the loading or unloading of passengers, or for the driver to stand or park any freight-carrying motor vehicle for a period of time longer than is necessary to load, unload and deliver materials in any place designated as a loading zone and marked as such.

D. Parking Prohibited. It shall be unlawful for any person, except physicians on emergency calls or designated emergency vehicles when properly posted, to park any motor vehicle or trailer on any street in violation of the posted restrictions. It shall be unlawful to park any vehicle or otherwise cause any obstruction to any fire station or other place where fire apparatus is stored, or within five feet of any fire hydrant or cistern.

E. Alleys. No person shall park a motor vehicle within an alley in such manner or under such conditions as to leave less than 10 feet of the width of the roadway available for the free movement of vehicular traffic. No person shall stop, stand, or park a vehicle within an alley in such a position as to block the driveway entrance to any abutting property.

F. Cab Stands – Bus Stands. No motor vehicle other than a licensed taxicab shall be parked in any area designated by ordinance as a taxicab stand and no vehicle other than a bus shall be parked in a place so designated as a bus loading zone.

G. Parking over 48 Hours. It shall be an infraction for any person to park or leave standing on any public road, street, alley or municipal property any vehicle or trailer for 48 or more consecutive hours, and any vehicle so parked or left standing may be impounded or removed by law enforcement officials. For purposes of impoundment and removal, law enforcement officials may, after making a reasonable effort to locate the owner, impound and remove any motor vehicle which has been unmoved for 48 consecutive hours. The cost of impoundment and removal shall be charged to the owner or any person who claims the impounded motor vehicle.

H. All-Night Parking Prohibited.

1. No person shall park a vehicle on any street for any period of time between the hours of 1:00 a.m. and 6:00 a.m. of any day, except physicians during emergency calls and other emergency personnel/city vehicles.

2. No person who owns or has possession, custody or control of any vehicle shall park said vehicle upon any street or alley for more than a consecutive period of 21 hours except as provided in subsection (H)(1) of this section.

3. The provisions of subsections (H)(1) and (2) of this section shall be enforced within the limits of this city commencing the first day of November of each year and up to and including the last day of February of the following year, and shall not be enforced from the first day of March up to and including the thirty-first day of October of each year; provided, however, that subsections (H)(1) and (2) of this section shall be enforced continuously throughout all months of the year as to horse trailers, house trailers, junk cars, vehicles or trucks larger in size than three-quarter-ton pickups, or other vehicles of like character.

I. Parking of Vehicles – Residential Zone. No commercial vehicles, commercial trailers or construction equipment shall be stored or parked within the required front yard on any lot in any residential zone, or on any street.

J. Parking of Vehicles – Commercial Zones. No vehicles, including, but not limited to, motor vehicles, commercial vehicles, trucks, trailers or construction equipment, shall be parked on any lot or parcel in any commercial zone unless it is accessory to an approved use for the property.

K. Parking of Commercial Vehicle Restrictions. No person shall park any commercial vehicle, on a residential street or along any collector or arterial street within the jurisdiction of the city, unless the person is actively loading cargo to or unloading cargo from the commercial vehicle.

L. Parking Contiguous to Schools. No person shall stop a motor vehicle on the opposite side of the public road running adjacent to any school within West Point City at any time one-half hour before school starts or one-half hour after school ends for the purpose of dropping off or picking up a passenger or passengers.

M. Parking Not to Obstruct Traffic. No person shall park any vehicle upon a street in such a manner or under such conditions as to leave available less than 10 feet of the width of the roadway for free movement of vehicular traffic.

N. Boats and Trailers. Boats, boat trailers, or travel trailers may not be placed, kept, or maintained within the front yard areas of any residential (R-) zones, except that such boats or trailers may be located anywhere on the lot except in a clear vision zone of a corner lot for a temporary period not to exceed 24 hours for loading and unloading purposes, or for temporary storage not to exceed seven days if such facility is owned by a bona fide guest of the occupants of the premises.
