All signposts, power, telephone or light poles shall be placed in such location as may be designated by the public works superintendent. An awning or signboard may be placed over a sidewalk in the city; provided, that such placement shall conform to all zoning requirements and other ordinances relating thereto and upon prior approval and permit issued by the public works superintendent.
