No person shall connect to the sewer system without first obtaining authorization from the city or sewer district and no connection shall be made to the sewer unless the plumbing and the building to be serviced shall comply with the requirements of the rules and regulations adopted. It shall be unlawful for any person to connect to the sewer system or cause a connection to the sewer system to be made or to commence or carry on the work of laying, repairing, or altering any pipe connecting with the sewer without having obtained authorization to do so from the city or sewer district.
