All pressure irrigation users shall keep their service pipe and connections and other apparatus in good repair and protected from frost at their own expense, but no person, except under the direction of the public works superintendent, shall be allowed to dig into the street, sidewalk or other public property or right-of-way for the purpose of laying, removing, or repairing any service pipe.
