In case the owner of any of the premises served by pressure irrigation, or the tenant or occupant, shall fail to pay the required fees and charges applicable to the pressure irrigation system or violates any provisions of this chapter, the city may cause the utilities, including but not limited to culinary water, pressure irrigation water and sewer service, to be shut off from such premises, and the city shall not be required to turn the same on again until all arrears shall be paid in full.
