All signs shall be considered permitted uses except those considered under WPCC 17.110.110 and processed through the community development department for compliance with this title and through the building department for structural and electrical standards. All conditional uses shall be processed under Chapter 17.40 WPCC. Except as provided in this title, a sign shall not be erected, raised, moved, placed, reconstructed, extended, enlarged or altered unless in conformity with the regulations herein specified. A nonconforming sign shall not be reconstructed, raised, moved, placed, extended or enlarged unless said sign is changed so as to conform to all provisions of this title. [Ord. 08-17-2021B § 2 (Exh.
