There is hereby created the position of director of finance who shall be the city recorder unless otherwise directed by the mayor and city council. The director of finance/city recorder shall be the administration department supervisor and perform the financial duties and responsibilities of the city recorder as established by Title 10, Chapter 6, Utah Code Annotated 1953, and the financial administrative duties of the director of finance prescribed in the Uniform Accounting Manual for Utah Cities.
