The city may prepare specifications for the purchase of goods, services, and construction which contain information and details which seek to promote the purposes of this chapter. The specifications shall be maintained for the period of time required by law. The purchasing agent may, in addition, promulgate rules and regulations to govern the preparation, maintenance, and content of specifications for supplies, services, and construction required by the city for the purposes set out in this section.
