The position of West Point City license officer is hereby created. The city license officer shall be responsible for the collection of all license fees and shall issue licenses in the name of the city to all persons under the provisions of this title and shall:

A. Promulgate and enforce all administrative rules and regulations necessary to the operation and enforcement of this title;

B. Adopt all forms and prescribe the information to be given therein for all necessary papers;

C. Require applicants to submit all affidavits and oaths necessary to the administration of this title;

D. Submit all applications, in a proper case, to responsible city officials for their endorsement thereon as to compliance by the applicant;

E. Investigate and determine the eligibility of any applicant for a license as prescribed herein;

F. Notify any applicant of the acceptance or rejection of his application, and shall, upon refusal to issue any license or permit and at the applicant’s request, state in writing the reasons therefor and deliver them to the applicant;

G. Transmit the information from each approved business license application to the county assessor within 60 days following the approval of the application (Section 10-1-203, Utah Code Annotated 1953);

H. Keep the records of all license applications (whether approved or denied) for a period of the then current license year and two years immediately preceding;

I. The license officer shall be the city manager unless otherwise designated by resolution of the city council. [Code 2000 § 16-1-3].
