No license shall be granted to any person or business to sell alcoholic beverages at retail unless he or she is over the age of 21 years. No license shall be issued to anyone who has been convicted of, pled guilty to, or failed to contest any felony or violation of any law or ordinance relating to intoxicating liquors.
