It shall be unlawful for any person, whether licensed or not, to solicit any person at a residence before 8:00 a.m. or after 9:00 p.m Mountain Time, or on legal holidays as set forth in Section 63-13-2, Utah Code Annotated 1953, unless the solicitor has express prior permission from the resident to do so.
