The owners and occupants of all single-family dwellings and duplexes within the city shall be required to dispose of all solid waste, green waste, and recyclables produced or generated on or by their premises by utilizing the services of the city’s contracted waste collector. Such services shall be utilized in compliance with such rules, regulations and collection dates as the city may promulgate. Except for those property owners who have opted out of curbside recycling during the opt-out period allotted, or those residents who have not signed up for green waste collection services, nothing in this chapter shall be construed as eliminating the charge made for residential solid waste, green waste, or recyclable collection and disposal service.
