Any property owner that has opted out of the city’s curbside recycling program prior to March 31, 2012, in accordance with the city’s opt-out policy and notice, shall not be obligated to participate in the city’s general curbside recycling program. Participation for all other residences and new residential customers shall be mandatory. The city manager or designee shall have the authority to grant a property owner’s request to be exempted from the general recycling program. [Ord. 08-21-2012C § 1].
