As used in this chapter:

“Expenses” means the actual labor costs of government and volunteer personnel, including workers’ compensation benefits, fringe benefits, administrative overhead, cost of equipment, cost of equipment operation, cost of materials, cost of disposal, and the cost of any contract labor and materials.

“Fire emergency” means any incident or event caused by a person or business, whose conduct was at a minimum grossly negligent and/or illegal, which results in a call for service by the city’s fire department and/or other assisting agencies.

“Grossly negligent” means a wanton, reckless or indifferent disregard for the safety or property of others.

“Illegal conduct” means any incident or event caused by a person or business, whose conduct was at a minimum grossly negligent and/or illegal. [Code 2000 § 7-3-2].
