The underlying purposes of this chapter are:

To provide for the economy, efficiency, and to encourage competition in city procurement activities.

To procure the best services, materials, and construction at the most reasonable cost to the city.

To provide fair treatment of persons who conduct business or wish to do business with the city.

Nothing in this statement of purposes shall create rights, interest, or causes of action against the city, its officers, agents, or employees. Failure to follow the procedures set out herein shall not invalidate a procurement unless otherwise provided by law. [Ord. 06-18-2013A § 2].
