It shall be unlawful for any person to display for use in his place of business any mechanical or electronic amusement device without first obtaining a license therefor. Nothing in this chapter shall in any way authorize, license or permit the use of any gambling devices whatsoever, or gambling on mechanical or electronic amusement devices, or any such action contrary to law.
